I mean agains evasion, for example let say i go pa with butterfly, and enemy goes mkb,it will still have 100% true strike?

No,accuracy just gives a chance to negate the evasion proc

mkb will proc 75% of the time those proc ignore evasion and deal extra damage in other word mkb user will have 75% of their attacks always hit meaning you can dodge the 25% left

so as a pa with no evasion items and mkb will reduce your evasion to 12.5% chance

mkb reduced with butter to 20%

Edit: if the evasion stacked, they stack together little less, so u get little less then the actual 20% but still a nice number
