There is your solution. Punch that into your console to amplify your voice output to what, based on my hearing, seems to be the maximum (tried 100 and 1000 with exact same volume level). Bear in mind that this is only for very quiet, as it is a 10x amplification (or whatever the maximum amplification is, as demonstrated by 100 and 1000 failing, and I just arbitrarily punched 10 in).
I tested this out myself just now, and you can use the console command "voice_loopback 1" in Demo Hero mode with the push to talk button to test how other people will hear you.
To make this command automatically run with the launch of DotA, simply go to:
C:\Program Files (x86)\Steam\steamapps\common\dota 2 beta\dota\cfg\config.cfg
and find the snd_voipvolume line and set the 1 to 10. Hope this helps. Most other voice-related console commands in there are obsolete, as running them in the console in-game lists them as unknown commands. I had to do extensive testing to find which setting actually worked.
