Dota 2 Update error. Missing File Privileges

This issue started ever since I got my new Dell Laptop running Windows 10.

Everytime it tries to update it gives me the message

An error occurred while updating Dota 2 ( MISSING FILE PRIVILEGES) :
C:\Program Files (x86)\Steam\Steamapps\Doanloading\570\content\dota\maps\prefabs\dota_custom_default_000_v.map

Ive tried deleting the file 570 in the downloading folder in my steamapps. But unfortunately windows 10 does not allow me to delete it. Ive tried gaining admin privileges and changing the owner of the folder but I still get access denied

I tried changing my download region
I am running steam as admin

Processor : Inter(R) Core(TM) i7-7500 CPU
64 bit Windows 10
Radeon R7 M445

Lockhunter worked for me on windows 10. i just game it the conflicting file's path and easy as sticking a hand in the pocket, resolved the issue which let me reinstall it :)

Perfect and easy fix!! much easier than downloading lock hunter!!
Luckily i scrolled to the last Post :D

Guys,seriously use Lockhunter to delete all the missing file.

I have deleted like 6 missing file.If it keep on saying missing file privileges,don't give up just keep on deleting all the missing file by using lockhunter.

By the time when all the missing files had been deleted.Click on play on the library.

It will auto update and will start the game.

No need for the safemode,just download lockhunter.

It works for me,and im using windows 10.

It was easy enough to use the other 'Cancel igf.exe'... I was able to get it downloaded but I'll still have to go and try Dota 2 and the other games that were having problems.

I wouldn't trust going to websites and downloading ♥♥♥♥ like Lockhunter, so wouldn't want to risk it!

above video worked for me as well. igfxEM seems to be the culprit, and rather than ending the process or deleting igfx itself (which is bad because its part of Intel Graphics), using lockhunter to unlock the folder is an easy fix
