Innate abilities

I'm just curious and trying to rap my head around why silencer is the only hero in the game with an innate ability in his int steal. It seems a lot of heros could have slight ability reworks to function in the same manner. Such as lifestealers... well lifesteal. Its frankly a little odd and I never even realized Int steal was removed from glaives of wisdom in the first place.
