Solution for Windranger (Windrunner for you purists).
WR is in such a terrible place right now. I'd say that she and CM are tied for my favorite hero, but unless she absolutely dominates in lane and gets decent levels for her powershot to really be effective during fights she is useless.

The fact you can straight up just dispel her Windrun means that anyone who can work with diffusal, i.e. every agility carry, can easily deal with her for 2000 less gold than before. Her survivability has always been ♥♥♥♥, but now she's even easier to kill.

Ofc, she has very poor farming capabilities, even if you do accelerate with shooting through camps, and due to the Powershot changes she's actually even worse at taking stacks. She can nuke a wave, but it's only going to even deal substantial damage to the first 3 or 4.

All in all I'd say that she really needs to get her Windrun unnerfed, and to make it provide more speed. It used to always put her at max move speed with browns. However, since the MS cap was raised she actually falls like 20 MS short provided you only have extra speed equivalent to browns. Next her Shackle should scale better. Maybe reduce the level one stun, but increase the jumps, and overall have it stun for just a bit longer at 3/4 skill points? Right now the only build that ever gets done is 1-4-1. She's a completely static hero from a build standpoint, which makes dealing with her too easy. Literally just move a few inches to the side and she's useless.

Thinking about it more, in theory Windranger should be a high speed/high damage unit that rewards skilled ganks, and reading the situation to make quick rotations. Off the back of these you should be able to take towers like nobody's business, and gain massive advantage.

In practice she's a moderate damage unit that pretty much just "rewards" sitting in a lane and pushing in towers. I say that in quotations because all the reward you get is waves and tower gold. You teammates won't really appreciate it too much.

I take her when I see a mk and win mid easy peasy and I don't see any problems
Imo something like Sf is in a way more terrible place

I think a big part of her problem is that her talent tree is very underwhelming. If you're getting behind it can be ok because level 10 talent solves your mana problems right off the bat without money investment, then 200 health is ok and the rest is mostly garbage and you're unlikely to hit 20 in a bad game anyway. But if you actually manage to do well and want to cement your lead what do you get? Less than a phase boots' worth of damage, a bit more of the same plus some mana and then some extra PS damage and spammability, which is very underwhelming late game anyway. Designing a good talent tree for her should be hard, since she's a very versatile hero, but what we have right now is utter crap.

I don't think her skills need much work. Shackle is a 4sec stun on 2 heroes at best, which is very powerful as it is, PS is fine IMO, WR could use a buff but is not bad and her ulti has been fine for a while now.

Windranger has one of the lowest winrates with an abysmal 44.78% winrate. She's at a point where what she should be able to do, move around quickly and deal lots of damage comes down to moving around quickly.... And that doesn't help if she has neither the power nor utility to actually turn that to her advantage.

I agree that her talents kinda suck. It may surprise you to know that her 100 range is actually taken a lot more often than you PS spam, and has a higher winrate. Her level 20 talents make me sad though. Basically saying "You will buy Mjollnir."

It doesn't surprise me at all, since, like I said, PS falls hard late game and even with the damage buff and spell amp I doubt it can make enough of an impact. +100 range is nice but for a level 25 talent it's fairly underwhelming.
