Edit: Maybe try keeping the second one in your backpack so it won't be used up.
i understand both go onto cd but originally it never used 1 charge of both to block 1 instance also as far as bkb is concerned the charge is linked to your hero not the item
the reason for having 2 is cause the regen stacks so having it in your backpack isnt that great
also the reason youmay have 2 is that you want to make sure you have 1 cause the enemy has lots of magic damage and your current 1 is about to expire you can in some fights go through 2 or 3 charges
