If it still won't finish the update, try verifying game cache (right-click DOTA in your library, local files, verify integrity of local files).
especially if your download stucks at 0 bytes.
other than firewall restricting your download, router's settings if configured can also restrict downloads as well.
router has a built in firewall if you do the settings.
p.s if your other games on steam can download and install the updates, then my solution is the best solution.
I already try that. close app.and end task the steam and relog still the update still in queued.

i'm sure you know how to reset your router right?????
take a toothpick then press the reset button on your router for 15 secs, it will cause your router to reset to its original factory settings.
hope you don't throw the original password after resetting to its original factory settings.
then type in the ip address that is connected to your router.
e.g xxx.xxx.x.xx (this is the ip address)

Hey! Had the same problem...I simply right clicked on dota..Went to manage downloads..Clicked on the download Icon on the right side of the screen and it started!
