Also, consider that this mechanic doesn't even need to be an item. It could be an ability from a new support type hero that buffs one ally so that the next spell he casts has an extra radius where applicable. Think about how KotL's Chakra magic decreases the CD of the next spell cast. The hypothetical ability could work like that. It could be an Ultimate, a basic ability with a super long cooldown, it could be a one trick pony spell or it could grant other bonuses to the spell besides radius, maybe damage. It could increase for only one spell on a long cooldown, or it could last for several seconds on as many spells as the hero could cast, albeit with very slight effect.
There is plenty of potential for this concept, and I think that we can expect a mechanic like this in the future.
