if you never get the item not even once, then you are playing him wrongly.

The idea of clockwerk pick in most game is intiation (Hook)..and map controls (Flare) ..the cogs just mere there for positioning where after hooking someone, use cog to push enemy hero further to your team instead inside it...
Try watch some of tournaments game that have Clock picks..learn how is more then just trapping people inside Cog.
Also, the same could be said about Riki's smoke screen, should we remove him as well? Point of the matter is, his win rate is still above 50% in the highest of skill brackets, though he is a very situational pick, but most heroes are.
