Can we gift an item by using mobile steam? How?

No you can't. It can only be done inside Dota 2, wrap and send the gift to a player who has befriended you 1 month ago.

you can only send gifts FROM THE RUNNING GAME CLIENT, steam app only works with trade offers (send, accept, counter-offer and confirm)
