Not in the game's settings. Your only workaround is to change it in the Control Panel to lefty mouse. There's a few scripts that does that too, but it requires some modifications on your end.
The direct answer to the OP's question is: it's the standard for MOBAs and for RTS which DotA was originally modded from. Torchlight and Diablo don't fall under these genres.
MOBA, not ARPG. Diablo, Torchlight, Van Hellsing etc are not MOBA, you got the genre wrong brother.
On the main question, no there's no option available in game for you to change it, but if you have key-binding gaming mouse (I'm using ROCCAT), then you can. But bare in mind, almost ALL MOBA use this setting, so depending on how much MOBA you want to play, you might as well get use to it
