btw...you should also go to the designers of the gpu's site and download some kind of program that lets you see the temperature of your graphic card and all that stuff...so you could be sure if bottlenecking is actually the problem (wich means that your cpu is getting overheated while your gpu is running without problems)....btw...if you didnt understand ♥♥♥♥ what i said...you could add me and i could try to give you some advice...
1. It is not necessary to go to the GPU designer to get such a program.
2. It is clear that OP already has such a program... how else would he know his GPU's load percentage?
3. It is highly unlikely that his CPU is bottlenecking his GPU.

No, it is not. If he had an i3, it would be. Not even a GTX 1080 will be bottlenecked by a third-gen i7.
OP should OC, though... no reason not to if he has the k edition.
third gen i7 = slower DDR3, 3 ALU + 2 AGU vs DDR4, 4 ALU + 3 AGU in modern CPUs
Whether GTX 1080 will be bottlenecked by a 3rd gen i7 or not depends on many factors.
Most important include: game itself, resolution, AA level and in-game graphics settings.
And, basically, he's getting fps one could expect from 3rd gen i7 CPU.

Its not actually...maybe he has a bad config on his motherboard...lack of drivers...+ no o.c...seen the same problem in a lot of gpu's forums...but you kinda have to get to the answer by your own... just download a program that let you check how your pc's doing when youre playing...and specially check the temperatures...
Btw...just try this as last option...because you dont wanna ♥♥♥♥ anything up if you never had a problem on the first place...
PS: Msi forums are useless...theyll tell you to go ♥♥♥♥ yourself if the gpu's not the problem.
And if youre saying that lowering your resolution wont make anything happen...its prolly cuz the gpu's not the problem. You dont need a beast gpu to run this game on max, because just like starcraft2, its all about that cpu.
Ok look, I havent updated motherboard for 1 year at least but I doubt it has any newer software than already one I have, Its kind of old motherboard.
Nvidia drivers are newest, and about the CPU;
1) Is my CPU slowing my card down?
2) If not - I dont know how to OC, and I doub tOC would change anything?
Its not a big deal really, game is smooth, but I feel my card is not being used to the fullest by dota 2 and sometimes goes to low 60's which is more than wierd.. for that card
Did you just changed your gpu recently?...or the cpu?....if you did...you should google up if you have to make some changes on your motherboard config...messing with the BIOS (wish is scary , but if youre careful and you start "messing" with the config one step at a time, and i mean, changing a little the config, shouldnt be a problem.)
Btw, look up for your motherboard drivers and others, if youre lucky (like me) your motherboard has a program to mess with your cpu and overclock it, anyways there's a lot of info on google and a lot of people probably had your same problem, im kinda sure its nothing but a cpu config problem, something similar happened to me.
(Download MSI afterburner, and see if theres something fishy happening with your cpu or gpu when youre playing dota, and tell us what happened)

Download any kind of program that lets you test your pc on demanding situations...or just use msi afterburner+kombustor.
Did you see the options on the Video tab that shows the maximum FPS you can have? That is probably why the max you can get is 120fps because that's the limit set on the ingame options.
Dota2 only utilize 4 thread so its always max at 50% usage since your 3770k have 8 thread.
So in this case you need to get new cpu or overclock its to boost your cpu performance.
My 3770k get 80-120 fps too
but when overclocked to 4.3 i got 100-140 fps.
so i think you need like 4.5 - 4.7 too get 144 stable.

My 1060 only on 50% load so your 1070 is not the problem.
