lina is good for counter viper early, because she have the longuest standard range for harass (better than viper poison attack) and her dragon slave make good deal, also she have a stun and crazy ult
Anyway, as I said, just pick heroes with illusions or summons or Meepo. Viper is all about single target damage/kiting. Even with a Maelstrom/Mjonnir, he won't have crowd control. Phantom Lancer is a good one, Naga, Terrorblade... Can also pick heroes that usually buy manta like Alch, AM, Juggernault... Lycan can also be interesting. He can't be slowed by Viper when he's a wolf and he has his wolfs to kite Viper.
Just dont hit him unless you have full health and have to, deny everything you can to hold his farm back. Let him push to your tower and then kill all his creeps and let your creeps hit him and damage him. rinse and repeat. Stay away from his first skill range so he cant spray you and harass you, but stay close enough to the creeps to get your XP.
Do not hit him with overtime skills. Like anything that delivers damage over time, becasue everytime it damages him he damages you. If you do want to hit him and harass him (which is not advisable early game) have a handful of tangos (which he could also have). Keep tight rune control so if you are denying properly he cant get his XP and gold from the runes. (that would involve intelligence on your teammates part as well)
2v2 lane enemy Viper---> if in 2v2 scenario never attack Viper. you and your Lane mate must focus on sending the other Hero back to base. Target viper's ally team member. This way u will have some space in your lane and Viper will fall back just because he is now 1v2..
1v1 Viper--> if u are facing viper alone in early game , understand the enemy vipers skill build.
Most Viper's usually try to upgrade thier "Poison Attack" skill to max first. That means they will only be upgrading "corrosive skin" to either lvl1/ lvl2 in Early game upto say lvl7-8 ..
Corrosive skin deals back a dmg of 40.. each time u attack viper keep this in mind and attack wisely.
Try to avoid direct attacks on viper. Try skills which will not activate his corrosive skin
for example: Venomancer's Serpent ward, lycans Wolves, beastmasters Boar and annoy viper.
also Try Cleaving damage hero such as Sven or Magnus, attack a Creep near viper and deal dmg which will not proc the corrosive skin.
Use Chain / Untargeted skills : chain lightning the creep instead of viper, AoE damage, untargeted Line stun/wave
Most importantly always stay more than 80% HP at all times. Viper also has NetherToxin ability which will Amplify damage exponentially as your HP goes down.
Try playing with Viper yourself and figure out Vipers gameplay, maybe that will give you some ideas of your own to counter viper.
i can not recommend this....
viper will easily kill them without problem and this grant him more gold easily, each wolf, each boar and each ward will give viper more gold.
avoid this as possible
Banishes work well on him in the meantime, and Shadow Demon vs Viper can get a bit lulzy at times during mid-game skirmises.
