i'm also experiencing this ♥♥♥♥ nowadays and reported this matter to steam. they've provided me link which only show some tests. didn't fix my problem and itching to play a nice game. btw, my packet losses were intermittent together with rising ping.
You could at least share these test links, right?

That would likley increase latency, while mayby theoratically reducing packet loss. So might be worth a try if packets loss is your main issue.
But it does mess around with registry, very advanced internet settings and such, so you should be a bit wary using it.
Which of valves servers are you pinging to? Unless it's the excat dota server your comparing then your going to get different results. A difference of over 200ms is extremly unlikley. Are you your sure your not getting latency and ping mixed up?
