Your logic of changing account is flawed. Stick to 1 account and raise mmr on it if you have really improved. Making new acc is useless because you cant calibrate more than 3.5k anymore. Its been limited.
Also another flaw of yours is you wanting to gift arcana to yourself, whats the point of item thats giftable once when youll make 50 another accounts and still wont be able to have arcana.

i never said to change account continously i said when someone reach 4 k and start loosing mmr then he should change his account or he will be in a loop for another 6 month to 1 year. IN new MMR calibration system Max mmr given is 4.5. previous was 5.5k. U play for fun????
Try the lower bracket specially in sea server. You have no idea what kind of pain i go through every match. Valve give me rarely a good player. If i support my score is way better then my mid or carry and i spent almost 2k money on ward or dust guess what nobody buy these even opponent is invi or has shadow blade. in all game either my mid fail or my carry fail. I mostly play support hero and 3 carry hero

You are misssing the point here. As you play you get better. More games=>better knowledge of the game. So with your first account that you started you were still learning game mechanics, hero interactions etc. As a result you calibrated lower since you had bunch of games where you played horribly. Then you climbed to 2k. That means if you make a new account you will lose no longer have those horrible games as you did on your first account, since after all you have improved.
That way you calibrate at 2k+- few hundreds since 2k is your skill.
So there is actually no point in changing accounts, in the time you need to get to ranked you would have climbed the ladder the same way on your old account.
Also MMR calibration is capped at 3,5k so there is really no point in starting a new account once you hit that mark.
