Report a translation problem
You buy the ArtBook DLC.
The description says: "Art Book is provided as a PDF file and written in Korean and English."
which likely means that you'll get a file in the DLCs directory (\\steamapps\common\LobotomyCorp\ArtBook\Artbook_LobotomyCorp.pdf), that contains the english art book somewhere as well. (It is likely the same file as the korean artbook)
So I suggest that you could try to browse the installation directory and try to look around there.
You should be able to buy this DLC even if you already own it. I can buy it for example, but I live in a country where they use euroes.
They need to set the price for the australian currency so that you can buy it. (not sure what that is, but if the developer doesn't fill in the price, you can't get it from that location)
--I am just guessing based on the flag on your profile (the small part that is public) that you need to use the australian currency to get it.

You could send an email to Project Moon about it I guess. (It could also be a bug/glitch with Steam though, which happens)
Edit: Just so you know, they likely simply forgot to check the pricings. Steam every now and then adds a new local currency. When a local currency has been added, the country it belongs to can then only pay for a product in that currency. It happens at unannounced dates. The dev can use a simple button to set the Steam Recommended price based on the US Dollar input, which isn't equal to the exchange rate, but somewhat similar to what we're used to. The problem is, as long as the price form for the local currency is blank, the country it belongs to cannot buy the product, so things like this happen sometimes.
At least, I think likely didn't do this on purposely, if you wonder.
Anyway, I can't check if the Autralian Currency has been added or not, only the dev's and local inhabitants of Autralia can I suppose. I suggest you check back later.
Steps:
1) Right click on Lobotomy Corp in library
2) View Downloadable Content
3) Go to local files
4) Browse local files
5) Click artbook
6) Then you will find the korean & english translation verisons of the artbook
