About the Japanese edition and language choices

So I live in Japan, but my Japanese is not up to the level as being able to play games completely in Japanese. The store page says: "Notice: This game only supports Japanese interface/voice for customers in Japan."

I'm really curious for anyone that has come across this before. Does this mean...

1) If you live in Japan you can only play the game in Japanese and have no other language choices available to you.
or
2) Only people who live in Japan can play the game in Japanese, but if you live in Japan every language option is open.

I'm really confused by the way it's worded. Any help from anyone that's dealt with this before would be great.

You can always get a refund if it's not working out for you language wise, but rifling through the languages packs and seeing no japanese, it does sound like it's option 2

I think it's very likely the deal they made with the japanese localization team was that it would only be available in Japan, so that they wouldn't have to pay more.

Japan does have a very strong dub scene, and I admit I'd probably be using the japanese dub at this point if I could, I'm really tired of Spider-man's voice.

Just checked. I am not in Japan and my steam region is not in Japan.
Switching voicing language to Japanese will require reboot the game and download additional contents. And it failed.

If your store its japan the store page will also says available in English otherwise its will says same with your note.

All voice pack available in DLC and only in Japan can access that Japan voice DLC.

I'm in Japan, Japanese store and I have the game :
- Interface and subtitles can be whatever language is available.
- voices are only English or Japanese even while the game displays all langages available to be selected. Chose anything else than those two and the download will fail.

Stupid decision from Sony, probably, which anihilate the concept of the internet itself \o/. Global market my a.s.s. XD

i wanted to have my helldivers scream stuff in japanese, nto working. dissapointing. 0/10 would not recommend buying
