poor optimization or bad computer?
I79700k, RTX 4070, 32gb ram, installed on an SSD.

I can run Cyberpunk with raytracing on and at LEAST achieve 60+ frames, 144+ without RTX. Yet this game runs so poorly im lucky to get more than 60 fps.

poor optimization most likely, some people will say bad computer but everyone i know that plays this game also complains about performance

I would say poor optimization. On desert/jungle maps the game runs great but at citys the fps drop down to 40fps :/ Ryzen 7 5700x3d and rx 7900xtx

No such thing as a "bad computer". Either hardware is faulty/incompatible, which is rare, or not. If everything else plays fine,.the issue is always the game

Cool, go build an i3 6100 with a Geforce 7100 and tell us how its the faulty hardware thats not running the games and not the extreme under-powered crap of a system you built. I mean, thats a pretty great computer if you want to use Word... pretty bad computer if you want to game.
Half-and-half. Probably a healthy dose of bad settings too.
Poor optimization in some ways but let's not act like this PC is God tier lol

The issue with HD2 is its very CPU heavy, and people keep upgrading their GPU and forget that the PC has other parts lol

Now your should be fine for the game, what's the major issue is it just you see Dips in fps? Maybe lower some settings, or resolution depending on what you game at, in frames are more important to you then try to maximize them.

I run it at 4k with ultra quality in upscaling, everything maxed out. I get 80-120fps with an i7 14700k and RTX 4080. The game is really CPU hungry, and the 9700k is at the recommended specs.

Poor optimisation in both the gpu and cpu department. But also from what it seems you play in 1080p, meaning that your cpu is a big bottleneck.

The i7 you're running is unfortunately a bit dated at this point.

Regardless, this game runs like ♥♥♥♥ on all hardware, regardless of gen, I haven't had a chance to test it on a 4090/5090 but based on what I've seen past a 3080 you aren't getting any significant performance boosts from your GPU on 1080p/2k, it's all CPU bound and poor dev work essentially.

Hence "if everything else plays fine". All relative to expectations. If I can play cyberpunk at 80+ fps, this should be playing at 100+ min, not 60 at low

I've bin building my own PCs since like 2012 or so now, build probably a couple of dozen honestly lol cuz I build em for friends and family to help then save on costs.... the game itself like all games has some of its own issues. However the cpu bottleneck is real in this game so it is likely a little of both lol
My old rig cannot run Cyberpunk, and can run this game,. Damn near lowest settings across the board, but it runs smooth enough, except for extremely foggy worlds on 7+, where maps are larger and more dense with enemies and structures, etc.

The game is just incredibly buggy and I doubt it's optimized. It's a dead game engine that had support ended for it a while back, which means the devs are having to figure ♥♥♥♥ out on their own. Was a bad call to keep using the same engine from the original game, but eh.
Can’t wait for HD2 to be ported to UE5
