1. DLC means you can't pay for them with in-game currency.
2. AH can churn out a handful of DLCs in years, whereas HD2 more in a few months.
This is because DLCs cost the developer money to publish to Steam/Sony.

First, let's get one thing straight. It's not an exclusivity or not situation, it's a reward. It's a reward for putting your money where your mouth is. You didn't put money upfront for a product you didn't see. You are now waiting, almost a year after release, to say that you like the game enough to want that armor as well. Too bad so sad. No amount of gerrymandering to those without the pre-order armor will change the simple facts about what it is in the first place: a reward for those who put their money in a product they believed in before everyone else.
I kinda don't really care for the "exclusivity" factor anyway.
Since I don't need some pixels to show people how "special" I am.
We've all been their were we really want something but have to wait a few days to get it for what ever reason. and that can suck to miss out on something "cool". I don't care really, I'm not really interested in getting them, or even know how useful they really are seeing as I've probably seen pre-order skins maybe 5-10 times in the 470+ hours I've played the game.
