Sorry guys, Im going to buy the game one of these days and I wanted to know how things are with PSN now?
is it still the same in most countries blocked and you get banned if you enter from a blocked region? Can anyone clarify the situation?

If you can buy the game, you are not in a banned region.
People in banned regions who already owned the game can still play.(unless they refunded it)
PSN will still likely be implemented later.

ah, is that how it works now? i read on reddit about a month ago that a player from china bought a game in steam, but couldn't log in to his psn cuz it was blocked (in china). another player bought a game and logged in to psn from the blocked country and got some kind of ban. is it safe there now?
for example for the same people from china, russia, africa?

I think they said they wouldn't make it mandatory right now, but there's no guarantee as far as I know.

If the whole PSN for HD2 would be completely scrapped, there would be no reason for Sony to continue blocking countries from purchasing since its lost revenue.
