I love this game, I really do but this is a mis-step. They should have added peripheral one-shot bonus purchases for surplus supplies and requisition, per mission.
500 R for +1 orbital strike
750 R for +1 eagle strike
1000 R for +50% magazine size in loadout weapons.
That sort of thing.
This has zero interest to me, because the destination doesn't warrant the route.
If it's a direct hit it may not help, my guess it's like with an explosive damage protection on some armour pieces - protects from AoE damage
The bigger issue is that they seem to be completely non-functional. Don't work at all. At least the supply packing one doesn't, and that's the one I bought, so I didn't even have enough reserve to get a second one.

We've been clearing helldive missions without these upgrades for a while with no issues.
They're just a but of extra long term resource sink. By no means are those upgrades needed to clear missions.
But still, a ship module to upgrade JUST TWO stratagems... feels like a joke.
this is for people who got everything maxed and, frankly, stopped looting samples because their entire squad of friends is already at max samples.
Kinda sucks that I would've had samples for more but they uh, capped my sample bank like thirty hours ago
finally a reason to pickup samples again.
