Report a translation problem
The quasar was never the ideal weapon for bile titans, and people using it over everything else so they could always bring a shield and never have to reload is why is was nerfed. Now you have to take a proper anti-heavy weapon, which was always the fastest way to kill bile titans anyways (short of a mech).
Skill issue. Dont fight every patrol, dont bring 4 quasars.

you'd know its not a "skill issue", like your illiteracy / lack of reading comprehension / attention span / intelligence
But they nerfed the time it takes the quasar to be used. I mean, we can't have you kill those to fast, right?!
You can start, run, and come back to sample collections to avoid fighting most things.
They DO, however become an issue during static missions like VIP extraction, civilian extraction and elimination.
It would be nice if things other than anti-tank could actually hit them beyond the sacs though. Hell, even factory striders have medium armor on the bay doors when they release devastators.
I play at 7-9 depending on how much we feel like chilling or more like a proper horde fight.
Avoiding unnecesary fights is very doable. Check you compass, check your surroundings, communicate and ping relevant heavies/patrols. This is basic stuff in a co op shooter.
The shield isn't supposed to be an automatic choice. You're supposed to have people watching for stalkers, you're supposed to have team members coordinating, and yes, that means a dedicated anti-tank player focused on anti-tank is probably going to need a loader backpack.
Though, really, if you were properly coordinated, you could have a shield + launcher, and have a buddy behind you with the backpack loading for you and watching your back. Then you could kill a bunch of bile titans very quickly.
Based on their balancing I'm guessing they pull data and make all decisions off a spreadsheet.
