It can hurt every enemy that doesnt have medium or heavy armor, so only small one or for example the warrior bugs (they look big but are rather soft targets)
If your weapon is the same armor pen rating as the enemy you will do full damage.
How much light armor rating is we have no clue, how much enemy armor is on each we have no clue as well, fatshark doe the same thing with hidden weapon stats and mechanics, we just have to wait for a super player to make an excell doc for the rest of us.
There are a few weapons that lack light armor penetration. Secondaries lack it. and I believe the SMG lacked it.
Also - and this could possibly be wrong - I believe I've seen some of my shots ricochet off of armor that it would have otherwise impacted into at certain sheer angles.
If penetration and armor are on the same level the shots will deal reduced damage (white hit marker).
If penetration is higher than armor it will do maximum damage (red hit marker).
Light penetration weapons will occasionally have some white markers when shooting warriors or raiders in some spots.
Also, as mentioned, the game is more granular with armor values under the hood. Light medium and heavy are more like approximations.
You could just edit the post and make it clearer than it is currently instead of letting the misunderstanding get worse by responding to everybody individually...
