Asks steam to publish their games. What kind of goof thinks Sony has the power to tell steam what they can list or delist?
Which, if PSN is no longer required, makes their restriction irrelevant to whether or not Steam chooses to list it in those countries.
A publisher has all rights to dictate what market to sell to. The distrubutor has all rights to disallow sales to specific markets. Valve can't make Sony sell to... Germany, for example. They can stop them from selling there if doing so could cause legal issues.

Sony has the ability to list and delist, but they can't override steam. They had the ability to delist the game from the start, they didn't, and when we brought light to the fact a significant number of people can buy the game and not play it very soon, steam took action and delisted the game, likely to cover their ass in case of a legal blowout. Because steam was the one that took action, it has to be steam to relist it.

Which is exactly what happened here. Sony released a game on steam that could be sold to anyone.

Sony added a restriction that would make certain areas unable to use the protect they bought.
STEAM delisted the product from those areas so people wouldn't be accidentally buying a game they can't play.
Now the most Sony can do is ask Steam to re-list it in those regions, but it's ultimately Steam's call if they do so.
Oh sweety, SONY can say where they want to sell the game and where not. Steam didn't sell in countries, where the publisher didn't want it.
What Steam did, was not to get sued from countries, where you can't make a PSN Account with SONYs website. Without a 100% garanty from SONY to Steam, the countries will not relisted, because Steam will not have such situations again.
It's all in SONYs hands now.
