Yes, it's clearly because of console players and their limited turn rates compared to a mouse. This nonsense is trying to level the playing field.
And it is nonsense.
When you turn in real life, you don't turn your head first and then your body follows. If you're actually aiming down a weapon, you don't stop aiming, turn your head, then your body and then aim down the sights again. You keep aiming down the sights the entire time.
It's a game mechanic representing your ability to handle different guns. Lines represent where you are looking/intending to shoot. Dot represents where gun is actually looking.
You can notice that in case of pistols and SMGs the dot can follow line reticle very fast, while in case of machineguns, rocketlaunchers and other big stuff, dot moves pretty slow.
If you want to sync gun with your look just go in ADS, but your turn rate will be dramatically slower on bigger guns.
What it helps to achieve?
1) You can freely look around without being hindered by your gun's rotation speed
2) There is difference in gun behaviour depending on their size and weight
3) You can still go ADS
What do you think a Contact Right/Left Drill is???
If having that is somehow upsetting to you, you could always just fire without aiming first.
Test this theory.
Lock your neck in one position and NEVER move your eyes left or right. ONLY turn with your body.
Tell me how 'organic' that feels.
