Scorcher is great and it has two firemodes, IIRC, though I only ever use Semi.
It's great at taking out a charger. A full mag in its back leg can kill it, it can kill chicken walkers by aiming at the joints, annihilates hulks from behind, dominates armored bugs. Does a great deal of damage to Dominators and the shield bots. It can target spore spewer towers from across the map.
If you're doing badly with the Scorcher, then you are certainly using it incorrectly. If you're dying to your own shots then... I dunno... don't shoot enemies that are point-blank. Melee the smalls or switch to your Redeemer in semi-auto to one tap nearby bugs.
SO, I would think there is something it offers for the drawbacks. Your description makes it sounds ACTUALLY explosive and not just "explosive" modifier which means knockback. So perhaps it could destroy hives and fabs if you shoot the hole? Having that on a basic weapon is pretty rad. Also, it might knock bots off the tall walker. Perhaps even destroy charger armor instead of bouncing? What happens when it hits armor? Does it bounce or explode?
I can't wait to experiment myself.
Single fire means you waste less shots. Anything less is just a skill issue.
Explosive rounds mean you can kill multiple close together enemies with one shot, or even shoot terrain to deal damage. It still has enough base damage to one or two shot most targets in the weakspot on light targets like hunters, warriors, and regular light bots.
Explosive rounds also mean weakpoint damage is increased on many targets - Scorcher can one mag Chargers, blow out Titan sacs, and kill hulks/tanks/cannons by shooting heatsinks as a primary weapon. Breaker can't do that to bots.
Scorcher is also the only primary that can easily frontally kill things with armor, like Scout Striders and MG Devastators.
Is it 'the best most op weapon' no, its not. There are better light target clear options. But scorcher currently gives you probably the best overall primary weapon experience against Bots in particular, and is still a great weapon against bugs.
I will however say, Spray and Pray is absolutely garbage on anything above trivial and I hope it gets changed somehow.
I tried using the scorcher to close a bughole (cause I too thought that the "explosive" tag could mean something like that) but it did nothing.
And it even says in the describtion, explosive bolts, dont shoot stuff that is near you.
I know how to melee, but for example with my scythe (laser), I dont need to worry about blowing myself up, I can just press left mouse and burn everything to crisp that comes to close.
If it can do the things Jonathan describes, ok, cool, but i think that is stuff my heavy weapon is supposed to do :)
Since there was actualy useful in some of the answers here, I will do more testing and see what I can salvage from it. Maybe it was the description that triggered a (false) hope that was disappointed. And we know how bad that feels.

I will give it a try, maybe use stalwart to clear small riff raff and the scorcher in the way you describe it. It just felt odd that a primary suddenly does what a heavy is supposed to do :)

from normal warbond pass the penetrator,spray&pray,dilligence CS,and laser(but only cos it have unimaginative "sway" or "recoil" that is truly backwards thinking).Other guns are quite usable and fun from slugger,plas-1,liberator,breaker,deffender.
Erm.... Skill Issue
As for the OP, they either haven't played much with the scorcher or simply can't aim anything more precise than a shotgun or missile.
