Is being lazy and expecting a carry not toxic behavior?
I've encountered plenty of low level players going for difficulties they aren't really prepared for and only a third have at least tried to be smart. Right or wrong, the fact of the matter is you need a certain array of the right stratagems for high difficulties (or even the mid ones) and if someone refuses to acknowledge that they're ill equipped or is too stupid to understand then why is that not toxic?

It's your game. If someone took your gun then you're at liberty to be as petty as you want.
If it bothered them they'd make their own game. Since they don't, it's clearly not a big enough deal to them.
Deep Rock solved this by putting a 'I have my reasons' option under why you kicked someone.
Game's fun but you're not owed a spot.
If there's 2 other higher level players then I don't see the problem with carrying someone, unless they're actively making you lose.
The games supposed to be fun, the main objectives are ridiculously easy to do 99% of the time so where's the point in kicking someone, you'll eventually hit a point where you don't need XP or resources because you're maxed so it's just fun to shoot things, which has no bearing on 'winning' or 'loosing'.
I mean, it may not be the most useful, but the basic MG is pretty great at just clearing chaff and giving the teammates with AT the space necessary to do their job. The starting orbital strike has a pretty short cooldown, and is great for chokepoints or clearing some objectives quickly. The basic airstrike is pretty low level to unlock and has become something that almost never leaves my kit for how flexible it is. EATs and RR are also unlocked at something like level 5. So a very low level player could entirely be a contributing member of the team just with the gear they have available.
It's more about how they play, which is a lot harder to judge. Less playtime is at least a strong indicator they don't know as much about what they need to be doing, and I wouldn't blame you if you didn't want to risk putting up with it.
