Armenia? You can't make a psn account in Armenia, even with your internet browser?

Can create, but not armenian. Can create US one, for example.

You obviously just create one for US, I create all my extra accounts on US and fill it with generic info so they can't stalk me as easily, some games also don't let you redeem certain rewards if you're outside the US, so I found it's good practice to do that.
