Just tap it, once.
Just watch for long tells. Attacks with long windups or that go as follow ups for larger sets of attacks. Garden Knight’s 3 shots, for example. Easy to dodge and/or block the first two, and then send the third shot right back. The Scavenger Boss' sprint and swing is great for it as well. You just need to start the animation right as she's stopping to hit and it will work.
There's also a card that increases active frames for it (it’s very evident which it is simply by the icon on it). The timing is still a bit awkward, but you can get consistent with some practice.
If the shield swipe animation does not occur with a single tap, it means you aren't releasing the button fast enough.
