Cryo Cannon:

Tier 1: Faster Turbine Spinup (Reduced charge time before firing).
Tier 2: Larger Reserve Tank (More ammo (50)). I think this row is more flexible.
Tier 3: Improved Pump (Faster repressurization).
Tier 4: Larger Reserve Tank (More ammo (150)). 150 ammo is a lot bigger of a deal.
Tier 5: Cold Radiance (Enemies within 5m of you are susceptible to freezing).
It fires in short spurts, freezes really well, has piercing to deal with most close range encounters and allows for other synergies. Freezing is great because it is a big damage modifier. What I tend to run with it is Vampire (easier to melee frozen targets for health back, which helps preserve even more health) and Thorns (to help with that further by making it a tankier style of play).
For secondaries, it doesn't matter. Both work in conjunction, but I would advise against Experimental Plasma Charger charge shot builds that may give the bugs more time to unfreeze before hitting with more damage. Bouncy regular shot builds work there, and can sometimes (if you're lucky) deal great ricochet damage.
That's how I run mine too. Full freezing plus the range boost (C/B/B/B/B/Perfectly Tuned Cooler) makes it a great support tool. This does cost you a lot of damage, but I make up for that with barbed drills, gas grenades, and my sidearm, plus my teammates can absolutely shred what I freeze so I'm happy with it.
The biggest caveat to remember is to watch your drill fuel if you're not used to barbed drills because using them as a weapon forces you to be conservative with actual drilling.
Other than that Devmon's point about sidearms is on point. Either one works (I personally can't decide which one I prefer), but if you go for EPC you need to go for a regular shot build instead of charged shots. Also, avoid volatile bullets for obvious reasons.
The only thing i dont like is that most classe got "fire" in their build... the mingun and the grenade of the gunner... the grenale launcher from the engi and the shotgun from the scout... so sometime its counter productive have a cold build, thats why i say use a flamethrower
but yeah max freezing power is best if you got it.. it instakill flying bugs and 300% dmg bonus on direct hit. + if you freeze a bulk detonator or normal small ones.. alsi this like swarm spawner.. when they die its over for them so that a nice perk
