Report a translation problem
In terms of the achievement itself, I have no idea if it means "character level" or "account level" but either one functions just fine in my opinion. If it's character level, then players promote their characters and finding a "low-level" seasoned player would be more common than you'd think, and if it's account level, then there's so much range there. I've seen people from account level 2 to account level 126 playing just today, so I don't see much of a problem there either.
Besides, if this is more of an achievement hunting problem, then how about the "all 4 dwarves gold promotion" achievement? Got to level up each dwarf to 25 seven times... 700 levels, account level 233 at a minimum.
10 levels? Doesn't seem like a big gap when you look at an achievement like that. : o
You don't have to do all 25 missions with the same player.

I've gotten a credit for it in every match I've played so far.
Strange to insist an achievement meant to be achieved by experienced people playing with less experienced people is "bad" because someone with no experience can't earn it.
