It's a matter of balance. EPC was considered OP (or rather game/teamwork ruining) by a lot of players, so they nerfed it in a way that is honestly very tame. I don't know if it affected C4 and if any change to it is intended though. And i don't know if you're refering to C4, EPC or both but...
They barely made mining with EPC any worse though, it's just a tiny inconvenience. If you knock a whole oil shale off the ceiling it's still gaining time. But you aren't supposed to mine out oilshale anyway, that's only if it's very hard to reach or to gain time before the drill stops/teammates reach the oil shale.
Also, you have drills, use them. You can easily reach the oil shale on a wall or ceiling and dig around it. People keep acting that EPC was nerfed because it trivialize Scouts, but honestly it trivialized drills more if anything. You're a driller, not a gravity bender.
Anyway, you're overreacting, it was warranted and it's not that bad. It takes a couple seconds more to gather the chunks, big deal. I was honestly not in favor of an EPC nerf, but complaining about such a minor change is so petty to me. Unless there's another unintended bug we don't know about.

yeah lol now the driller make the scout to be slave and run after the TCF minerals if the lazy driller who TCF the vines not take the loot.
