What is the blue octagon with a number on it? Levels appear to be locked based on this number? Just started thank you.

If this is what I think that is, that is your level...um...counter.
Every 3 character levels (IE driller) is 1 Account level. It is your Account level, and the bits of the octagon show if you are 1\3, 2\3 or 3\3 to a level.

every 3? I thought it was every 4.... y;know, with 20 being the max level of a class, AND divisible by 4?

I mean, 20/4 = 5
5x4(classes) = 20. So even if I started at Level 1 and earned 20 classes, that doesn't explain how i got to be a Level 26.

Max miner/player level is 26 and 1/3 so yeah... I think it's 3 right?
