You're talking about gameplay issues and then asking about tracking. Are you having problems with the actual gameplay or the tracking? More importantly, you didn't mention any details about your setup or settings.
If you're playing with teleport, it pauses briefly during movement sometimes to simulate Alyx walking. As for tracking, if you use a headset with inside-out tracking, the room needs to be well-lit but it doesn't need to be any better lit than a room typically is. If you have Lighthouse tracking, you can use it in a pitch black room without issues.
By the way, if you're having trouble climbing ladders quick enough in Alyx then actually all you need to do is grab the ladder then let you - you automatically get taken straight to the top without needing to physically climb.
It's a feature that allows players playing with only one controller to still be able to climb, or those that aren't as physically able.
If you're just finding the fight too hard, I'd suggest as others, dropping the difficulty.
Not sure if you refunded the game or something though as you're not showing as owning it (the little mouse icon next to your name)
Are you not able to take them out from the ground first?
If you do have trouble shooting, as others suggest, lower the difficulty. This game is much more forgiving that way and is likely to give you time to react. Also as necrophonic said, simply hold the bottom rung and you can teleport to the top, or if that fails due to it choosing when, turn to teleport and aim at the ladder. That also teleports you up it more instantly. May give you more preparation time as you don't have to think about climbing.
I find when interacting (though not certain), you also seem to take either less damage or there is a slight grace period. Same as shots from behind. So try not to panic and take your time with aiming, those hits may not be hitting as hard as they seem. Hopefully you will get through this section you are having trouble with.
