If you miss at all, you need to shoot more of course.
Seems they get full health if they get into a body. Also, if they are inside a body, dont just blast away. Its ONLY vulnerable at the places where you can see it grow a blue ball on the body, and its not even there at all times. When it has this blue ball (or orange if you got the special sight on your weapon), then shoot that point. All other shots wont do anything.
In some places, you might be facing a bunch of zombies and then these lighting dogs... when that is the case you will be better off by not killing the zombies, so the lightning dog wont get any bodies they can use.
In the room with the second lightning dog where he jumps into all the corpses (this is after he jumps into the first corpse behind the fence), I loaded an earlier save and painstakingly dragged all the corpses across the room into the elevator well and dumped them in a pile and covered them with barrels so they were inaccessible and then the battle was as easy as the first electric dog.
