I'm not sure but I think I've heard something like "awaiting confirmation from APF" so that may be a group or team or whatever
combine soldiers say outbreak 3 times in a row when in a fight,it may mean that the enemy is attacking and that the combine group cant counter them very well.

Someone being "shadow" appears to mean either "in cover" or "out of visual range", maybe "hiding". To "request/seek shadow/shade" would therefore be looking for cover, cover fire or other protection when a unit is in the open and getting shot.
I think "outbreak" may refer to hostile contacts being sighted in a given area and "APF" is a real-world abbreviation for "Armed Police Force", which might fit here, since the combine soldiers are a sort of super-police/military division.
Manhacks are called viscerators.
Outbreak means a "dangerous citizen" is on the loose. They say "Outbreak! Outbreak! Outbreak! Anti-citizen One spotted!". Anti-Citizen One, of course, being the Freeman.
