Worst is, there's no room for creativity in these games. You pile 80%-90% 0-1-2 cards in your deck and count to 3, its over and on to the next game.
There is no counter to it, they just start the game turn 1 with a 2/1 tank in the frontline that gets stronger each round.

There are more than a dozen counters to it, starting with cheap orders that deal 1 damage, to cheap units that deal damage, to cheap units with Guard to cheap units with Blitz. You also have Suppress, Pin and Countermeasures.
Well yes, you are correct. I'm trying to say that if they have this card in opening hand, it is a guaranteed 2/1 tank on the frontline with 1 damage on enemy HQ.

Keep in mind that Type 94 is a Special, which means it is supposed to be better than cards of the same cost. And it's a very fragile Special. It does 1 damage on its first attack, the same as a Diplomatic Attaché. On turn 2 it can already be dead if the opponent has something like Bloody Sickle, Winter Warfare, The Desert Rats, 164th Infantry, Through the Breach, 5th Cavalry, 3rd Yokosuka, Buzz Bomb, Dive Bombing, Air Superiority etc etc.
Yes, Type 94 can be a pest if unchecked, but with all the cards available to destroy it on turn 1 or turn 2 it's fine imo.
