Report a translation problem
The reason for the locked cards is that the starter decks are revised from time to time. Some of the cards they contain have gone to the reserves (like puschit said) and when this happens, the reserved cards in the decks are replaced with other cards.
People who get the starter decks now will have all the cards. This is why your Germany and Japan decks are complete. But since you got the other three decks a while back, (one or two expansions ago, I guess?), they have been revised by now and thus, when you look at them the game will tell you that you are missing the newly added cards.
Unfortunately there is really nothing you can do about that, other than to replace the cards you don't own (yet) with other cards from your collection.
Please don't bury that format. I really don't know why the Kards com was so quickly abandoning Classic even though so many say they don't like the new format. Classic does exist, guys :)
You're totally right there, of course. I have a tendency to forget about classic, too. ^^
