Is there a maximum heavy armour buff?

Had a soviet T-34 with +1 armour, two units of 214th AMUR (which give +1 Heavy Armour)
so T-34 now has +3 HA, played "Men of Steel" +1 HA buff all units received the +1 HA buff except the T-34 which remained at +3HA?

It is in the rules that maximimum HA level is 3 you can check it in the glossary.
