imo this is never happening since you'll have to compromise with historical accuracy or pleasing a certain government, even the Chinese community knows this and some have said they'd rather play the game without China than have the game be banned outright

Yeah, that. I, as a developer, also wouldn't want to cope with this. China is going bonkers in recent years, people disappear left and right and it doesn't matter if you are super rich or even the friggin chief of INTERPOL, you'll just disappear!
The Great Firewall of China is just that and if you want to sell something there you have to agree to their terms. This will have tremendous impact on your decisions and it might affect other parts of the game es well.

Also, like somebody else here said, what kind of cards and units would you create then? Just a whole lot of infantry? It's very hard to come up with something that is both interesting gameplay wise and remotely historically accurate.

Other options would be Canada and Finland.

Hong-Kong and Taiwan (under a different name) were occupied by Japan. It would be much welcome if they added those countries into the game as they were a part of WWII history.

Then maybe check your history because Taiwan didn't exist as a country back then (and doesn't exist even today if you ask china!)
And you should also know that both Hong Kong And Taiwan are such hot button issues that there is a real threat right now that they will cause WWIII ! So no developer right in his mind would touch such a subject.

China was inmidst a bloody civil war when WWII broke out. Taiwan was occupied by the loyal troops but in exile while the communists held everything else.

Taiwan is a problem left over from history. KMT move to Taiwan province after lose the civil war as they have already lost the confidence of people. Taiwan province is still marked as a province in Chinese map and mainland trying to push a peaceful return.

Actually the problems start way earlier because Taiwan was gifted to Japan by the previous government that the KMT and communists overthrew when they were still working together ... and that's precisely why there will not be any Taiwan or KMT faction because no matter how you do it, you will offend somebody.

A little off topic, but I'm just curious. My understanding is that people in mainland China are not allowed to play multiplayer games with people outside of China. Are we sure we even play the same version of the game/together?
I'm not Chinese but I live in China.

Steam works surprisingly well here, except for all the "social" features. All of that stuff is blocked. You can't add friends, visit forums or read posts / reviews etc. But you can communicate just fine with people you're already friends with.

In Kards we're all playing on the same server, and players in China can add friends within the game. Twitch, discord etc etc are all blocked too.

I think using VPN alone in china does not violate any laws(e.g watching porn with vpn alone in home does not violate laws). In general you are allow to use vpn and all sorts of foreign websites you are not publicly doing them or spread what you are doing around the community.

They are working on outlawing VPN. The only reason why it is still tolerated is because too many are relying on VPN for work and it is hard to distinguish. But once they figured out how to do that reliably you can be sure they'll crackdown on it. Actually you already need a permit to run VPN, it's just they they can't monitor a billion user ... yet.

You're right. Technically already illegal, but so far not enforced on a large scale. However if you need to go after an individual for whatever reason, it's easy.

Furthermore some ISPs seem to block VPNs on computers, but not on phones as far as I know. If they want to pull the plug on all VPNs over night I'm sure they know how to do it. Periodically, during "sensitive times" all VPNs seem to stop working for hours or sometimes days.

But overall they have a lot more to gain than to lose by tolerating VPNs. Local businesses and industry need to access the outside internet and see what their competitors are doing in order to "innovate".

Really, I don't know that

If you are the developer, I think you can still add China in this game, because although the Mainland is still control by CCP, but they recognize the contribute of ROC and KMT army. So if you want to add China in this game, you can add both CCP army and KMT army in the game.

So its not impossible.
