Lower graphics quality means they don't have to take many risks with performance. It's also cheaper. The last 2 Soul Calibur games were not well received so they're playing it safe with this one.

It only means devs adjusted the game to console standard and do not want make PC version better as could be. What you said do not explain lack of possibility of high quality settings for better PC.
If so, look 10 years into the past and that's what it uses.
