Report a translation problem
I've seen some negative ones, however, which are based on fair opinions of people whose tastes don't line up with the game being what it is (a submarine simulator), or some particular things of it's design (the whole "you have to drive your own sub" drama, which is pointless at this point as there's a fast-command helm UI coming soon). I'm OK with those. But the ones that label the game as "buggy" or "crap" are just coming from the kind of player I described avobe.
This game has some bugs here and there, and can be improved here and there. Bugs will be solved (some already were in a recent patch) ,improvements will come over time.
But overall ,on release day, it was FAR more stable and MUCH less buggy than 90% of the AAA titles I've purchased on release in the last 4 years. That means that on average, you're going to find games in MUCH worse state on steam than this one, and not because they're done by people with limited resources.
TL:DR: At this point you should know that steam reviews of a lot of splendid games are infected with BS. Base your opinions in external reviews made by webpages that are dedicated to the genre of the game in question, and trust that. Steam reviews are ,in general, totally untrustworthy, but Rock&Paper&Shotgun for strategy games, for instance. SUBSIM for naval simulations, IGN for AAA titles, etc, are quite reliable sources of information.
For the record, SUBSIM (the reference site for submarine simulators since almost 20 years ago) gave this game a huge thumbs up review, and they don't gift them in that webpage.
Finally, I think this game is worth every cent they ask for it. It's a huge achievement and this is a game that will be ,if it isn't already ,a reference of the submarine simulation genre. Obviously you're entitled to think they're asking too much for it, and I'm sure there'll be steam sales where you can get it for less ,but my advice is, if you like this style of game (that's a big "if" ,this is a very "niche" genre), the game is worth every cent they're asking for it.

A lot of the negative reviews are from those expecting a Dangerous Waters experience and those misinterpreting the 3d view as absolute reality when it is actually based upon what your sensors/crew think the enemy position is.
The devs are a small extremely dedicated team who have been quick to fix outstanding bugs and are already adding new features if you look at Neal' s updated review at Subsim.com you can already see two new panels including a helm station. I for one know that the game is money well spent and that the devs will not let us down and fully support their efforts.
Specially when easily 30 of those "negative" reviews are utter BS to begin with :).
Like you, I was on the fence about spending $40 on an independently developed game. I take risks all the time on games under $20, because if they suck, no big loss really. $40 is upwards of pricing for a major game, and I was careful about it. I didn't read the steam reviews at all... I went to YouTube and watched Neal from Subsim play the game, because that website has been the go-to resource for all naval games for as long as I've owned a PC.
I watched Neal screw up his ascent to periscope depth, and then watch the AI rush over him like a swarm of bees. My heart jumped out of my chest at the excitement of seeing an AI in ANY game react the way it should. I then jumped on the forums here, and saw the game devs posting and replying everywhere. 10 seconds later I hit the Purchase button.
An impressive AI upon release, and devs that actually talk to the community... I'm sold. And then there's the moddability... there are so many things in the game that can be changed and modded, it's seriously impressive.
I bought the game on release day, and I've already released a mod that adds 20 new playable subs, 19 of them Russian, and with the direct help of the devs, implemented VLS missile systems into the appropriate subs. That's seriously awesome for a week after release.
Right now, the single missions and campaigns are all for the USA, but you can bet that's gonna change very rapidly. There is already a modding community working on the game, and with the support of the devs, I have no doubts there will be a full Russian campaign, Russian single missions, and tons of new ships and models within a few months tops.
Honestly, if you're looking for the next Dangerous Waters, in terms of being able to control every station on your sub and do all the work yourself, this is not what you're looking for. This is best described as a Submarine Captain Simulator - you are the captain. You give orders and your crew does their jobs in order to enable you to complete your mission. You drive the sub, you give the order to fire, and you steer your weapons towards their target... but you have a crew who has jobs to do to make all that possible.
Hopefully this helps a bit... it's just my personal opinion, but maybe it'll give you another perspective from which to make a decision.

Also, it seems there are very little clickable commands and you must learn a whole keyboard of commands.. does it come with a whole page of these commands you can keep open on another monitor during play?

well thats good to know..I haven't been to subsim in ages..I have to remember my name and password to download.. lol.. but its always been a great site to learn about the games and modding.. thanks for the link if I break down and get this.. maybe a few more patches..

That was when I knew I had bought into a game where the Devs were taking the long view. Instead of saying "Hands off muh DLC money, ♥♥♥♥♥♥♥" the devs sat down in a virtual 1-on-1 with the modder and got a requested feature added in, like 48 hours. Ditto with making thhe Sovs playable.
I think the Devs have realized that working with the community on small projects like that will free them up for the really large coding issues. They are using the modding community as a force multiplier rather than restricting them over a few dollars. I view supporting a crew like that as a very worthwhile investment.
