I gained three stars on all levels and challenges and I get that three-star achievement as well. But in the end I have yet to buy an oven upgrade at level 20 (present napoli restaurant) to get the all-upgrade achievement, which costs $500 but I only have $250 on me after completing all the levels and challenges.
