Something which struck me is that there's not even reshades & those tend to be very common as they're super simple to produce, can be added just by injection and add nothing new to the game. It's not just that nobody has ever modded this game, but nobody with free time on their hands ever tried doing it.
There would already be tons of mods for this game if such tools would be provided. Since there aren't any, then it's up to regular people to create such, but it's also dependent on how the files of the game are packed, if the process is too complex and the files are locked, then bye bye mods.
There are indeed plenty of ideas what could be added, ranging from additional recipes, items and constructions to new playable species, the final one, which is unplayable has model in the game files I think, so technically could be made playable without even modelling it.
