You can do either of those with only 2 babies and an elder.
I've gotten to a point where Evolution Leap was not possible as it would end the game and no adults available to do Generation Leap. Either of the "leaps" are not necessary to find new hominids.
The best way to find new hominids is create a settlement and waste time for a while. They will begin to appear just outside of view after some real life time passes, sleeping didn't seem to work. So create several pointy sticks, make more beds, leave the game be unpaused at your encampment, as long as it's safe to do so, then use your hearing detection a short ways away from your settlement and you'll find some new guys. On average about 10 minutes gave me a new hominid to recruit.
