My FPS drops to 50 on Very High settings at 1080p. Even on lover settings the results are the same. I tried some tweaks, but nothing worked.
The game has more problems with stuttering on my side and I don't know why. Almost like freeze for half of a second. Also tried some tweaks with autosave, but no matter what, the stuttering and freezes are here.
So, I don't have any solution to fix your problem. Just posting the similar problems.
I have trawled the forums for people with similar issues and I can see people with better cards having the same issue, people with worse cards running in max setting 60+ FPS stable. But no clear solution.
Some people seem to think it's a Windows 10 issue, with one person reporting 20fps on W10 but 60+FPS on the same system running Ubuntu.
I don't really want to install a new operating system to fix an issue with a single game though.
Devs haven't responded to a single thread regarding it here. I guess I'll have to contact them directly

This game is more CPU intensive then GPU intensive.

don't see that cpu usage would be an issue, always running well under half capacity

the game shouldn't be so intensive on CPU or RAM though
If a game is coded for 2 cores, and u got a 8 core cpu. u will never see more then 25% usage on a game, yet the CPU will still bottleneck it because those 2 cores are maxed out.
Even if you drop the clock speed from 4ghz to 2ghz the usage still stays 25% but performance goes down by a factor of two times.
This is why single core speed is the most important factor when it comes to gaming and specially RTS as they barely ever support more then 4 cores which this game also seems to be using at its maximum for maximum coverage of
However drops as low as 20 fps means that u probably got a bottleneck somewhere else going on.
The game seems to use over 8gb of memory on my setup however that doesn't mean it needs more memory. I would say try to up that amount and see how it goes as 8gb is kinda on the low side at this point in time anyway.
GPU wise the game seems on ultra to consume about 60% of my 1080ti at worst ( mostly zoomed in ) zoomed out it will downclock entirely and usage drops down by a lot and the CPU will blast towards 50% it seems. So that basically means it uses a lot of cpu performance.
The stuttering people here complain about could be that u save the game to much. The game doesn't seem to indicate with any icon when it saves but i would say push the save time way up so u don't have to deal with it. I got the feeling the game does save more then it says it does.
I got the fastest SSD and even then it hitches.
The hitching is something i also got, it could be the save solution. It stutters from time to time and hangs a bit and moves forwards really quick so i guess they need to iron that one out, could be the engine thats taking a ♥♥♥♥ or the game not working well with other applications on the background.
Anyway RTS and builders like these will always consume a lot of CPU performance, that's just the belly of the beast.
Even a 9900k in this game at 5ghz will sit at 60-70 fps range at times specially zoomed out in a hospital fully build. 1080ti barely gets used no matter what at 1080p that is.
If you play at higher resolution then 1080p, ur GPU will probably also hit a wall as zoomed in it pushes my 1080ti towards full clock speed and 60% usage. So a GPU twice as slow will bottleneck.
What tomb raider does or doesn't do isn't much interesting. Total different game.with different requirements.
Tested the game on my setup:
9900k 5ghz all cores
1080ti 11gb 1950 mhz oc'ed
32gb ddr4 3200mhz
970 evo samsung pro ssd
Ultra settings, second hospital builded full all 4 buildings.
65 fps lows zoomed out 50% cpu usage ( GPU 20% used )
110 fps lows zoomed in ( CPU 30% used, GPU 60% used )
5GB v-ram usage
9GB DDR4 usage

Depends on the situation in my case, but the more rooms and things are going on on my map, the more my FPS drops.
Task Manager shows around 75% usage. Riva is almost the same.
On my i5 8500 base clock is at 3.0 Ghz, can go up to 4.1 on a single core. When all 6 cores are active it can go to 3.9 GHz. That's not enough, obviously.

And yes, I have exact same stuttering as we can see you have in your video. That explains a lot.
