Those are scattered around at some missions.
It's very counter-intuitive wording for some reason.
if you could just trigger the traps you would complete this by like level 30 easy without having to do anything special
Only these tripwires count for the heroic deed to unlock DoT passive tree, things like mines, security doors or alarms (the ones that inquisitor complains about noise) do not count.
You can very easily destroy the skulls by accident when enemies are near them, or if you are using AoE attack like flamer, wich hit through walls and obstacles, and even enemies can destroy them.
There is also seasonal objective where you need to do the opposite, defuse the traps by destroying the skulls without triggering them.
Skull Traps are very common in campaign missions, no so much in random, intel or crusade missions, you may find only one or two per random mission.
Trick however is to notice them the mines are usually much more easy to spot than tripwires, which are usually more hidden away from plan camera sight. With some experience you will know where they have a tendency of being placed which sometimes help notice them forehand.
Final method I know of is AoE, if you have AoE attack you can use without getting too close. You can sometimes trigger both mines and tripwires before walking into them.
But in some cases I think most just ignore and run through them, less its higher difficulties they don't often do that much damage. Outside of early levels of playing, when you reach higher levels you have both shields and lots od damage reduction to make them feel less impactful.
