3 extractors can provide water to 8 generators with the right pipe setup, which is also described on the wiki. One extractor can provide water evenly to 6 generators if it is overclocked to 225%, but keep in mind the power needs for that 1 extractor are going to be greater than 3 running at 100%.
Also if you don't know, the numbers for generator resource consumpton are for if 100% of your power capacity is being consumed. That would be 15 coal and 45 water per minute with generators clocked to 100%. If you're consuming ~67% of your total capacity for example, Your coal generator would only need 10 coal and 30 water per minute. Builds for power gens should be based around handling max demand, otherwise the power is gonna go out and you're gonna have a bad time.
With that mind and to answer your question more specifically, One extractor can provide water to 4 gens, but it needs to be overclocked to 150% to be able to handle max demand.
the general advice is to have 3 extractors > 8 coal gens.
split the middle extractor to 2 pipes, each pipe is connected to 4 coal gens each.
This is a 100% perfect ratio.
Im doing 14 coal gens with 4 water extractors right now and I plan on expanding.
Just remember that one pipeline can only handle 300m**3/m. If you don't do it properly by the numbers now you will get a headache later on when the power draw gets higher :D
good luck with your power grid shutting down when your factory starts growing and demanding more power.
The only reason it's currently working for you is because your factory is still relatively tiny.

You're right (45*8=360), however you can get around that by just having one main pipeline in the middle between the extractors and the plants, like this https://satisfactory.gamepedia.com/File:Coal_power_Water_Extractor.png
Can even expand on it by looping it.

You need to brush up on your math, because those ratios are completely wrong. You're missing a lot of water in your calculations.

3 water extractors
It's that simple, easy to remember too. Also mentioned in the thread already. Simple math, you can do it yourself at home in a minute or two if you don't believe it.
