EDIT: I literally only read the title, if you have Smart Splitters, shouldn't you know this?
Hence why I said hook the overflow to the sink.
You are literally describing industrial storage containers, first output is priority output, second you connect is overflow, as described in this article:

That... doesn't sound right. It's true that I was not aware of the 'priority' relationship between multiple outputs from an Industrial Storage, but I know for a fact that BOTH outputs will run continuously regardless of how much the Storage CONTAINS. Which is basically the OPPOSITE of what I was asking for - I want a Storage that fills all the way up, and only THEN diverts to Overflow, which apparently is something Smart Splitters can do? If I'm understanding things right, what I want can basically be accomplished by sticking a Smart Splitter on BEFORE the Storage, and making it so that the input is directed into the container as priority, while overflow is leeched off to the side. That way I'll avoid waste, while still keeping a decent buffer of materials in place that'll keep the rest of my production-line humming alone for a while even if supplies are interrupted.
I think. >_> I mean... I GUESS an Industrial Storage can act like a Smart Splitter in its own right, but it takes up a lot more space than an ACTUAL Smart Splitter, and it'd just be directing its priority output towards ANOTHER Industrial Storage. At which point things start to feel a bit silly.

Takes much more space but does 99,9% of the job when using the 6 splitter-merger approach and really helps out to crunch those coupons early game.
It's crazy how many things I still don't know about satisfactory even after playing 366h
Tutorials too if you look in the right places
Problem is, that whole thing about industrial storage as some sort of priority splitter doesn't work with any reliability. They even talk about that in the linked post which is 4 years old. They discovered that it doesn't work within an hour of the original post.
