Well there wasn't any option to do so when i've launched the game. Would have to check that up.

It's because they put it in a stupid place.

When you go into the settings menu, all of the real PC-specific settings are shoe-horned under the lovely "Steam settings" label.

VSync options are available when you open options when you first launch the game -> Steam -> Graphics Options

It's available in the main menu before you select a game or Terminal Disc. Press X if you're using a Xbox controller, Square on a Playstation controller. There is a button to open options when you first launch the game.
